He is actually not Latino but an ethnic Hazara from Afghanistan. Many Afghans can overlap/look similar to Latinos/Hispanics. Some groups like Hazaras can also pass as Indomestizo or Amerindian. Hazaras are an ethnic group from Afghanistan who are descendants of Mongol invaders.

Most Filipinos don't look like him. He can only pass among the Bicolano or Chavacano Filipino ethnic groups. Or the few parts of the general population that have Latino descent (6-12% depending on the study).
