No he would not pass in Indonesia. I have live there fo 3 years or more and he would look out of place there thanks to his daistinct facial features and very tall lanky height
Regarding the Phils, despite what a few Filipino users told me, i think he still would stand out from the crowd thanks to his darker skin and very tall and lanky body.

Would locals think he is a foreigner in the Phils and would he stand out from the crowd? He is very dark, tall (183 cm/6'1) and very lanky body type with unique facial features.

He cannot pass/would not be mistaken as ethnic minority like Khmer, Cham or Montagnard in Vietnam right?

Maybe 75% mixed Indian Khmer.

You mean as someone who is 75% Indian with 25% Khmer admix or 75% Khmer with 25%% Indian admixture? He is also very tall and lanky btw.
