Interesting phrasing though. If you think this is okay, imagine if India started to "promote Muslim women's right" using these tactics in Kashmir or even the undisputed areas like UP/Kerala.

This is talking about their status in the family, how they're viewed by their husbands. After receiving a secular education, they know they can do more things than make babies, which is why birthrate is stable in developed areas.
