I'll speak as a guy okay, just think of it this way If I'm a driving instructor and I saw a hot chick who was very sexy.

 I wouldn't put my job on the line because my weekly incomes determines the quality of my life.

 I will only put my job & career on the line if I know the woman wants it.

 the reason why men Holler at women around the construction sites is because the women is just a pedestrian walking by.

 to it's no harm done or  duration of serious consequences.  now if the woman was our patients or something like that  we wouldn't act that way because we know that our career and job reputation is on the line.
