@naval Not all arrests lead to incarcerations. Depending certain factors (ie prior arrests/criminal records), lead to court-ordered drug treatment, community services, jail, prison, etc...The arrest is just the first step. They need to go in front of a judge and their criminal records examined in order to ejudicate.
