mainland china is a lot different from old China.
Northern Chinese used to be prominent in military, sports, and state enterprises. But the economic center has shifted south, most of entertainment and modern business are in the south. The northern provinces had a major downward adjustment in GDP (almost 10%) because they were double counting their large enterprises. Beijing is almost the only bright spot left in the north.
Mainland Chinese don't even think about foreigners, until there is some problem happening.
Many Chinese individuals are not to blame. They are themselves the victims of the Chinese government. But there are also selfish Chinese individuals, who probably couldn't trust the sub-standard medical care system in China, and went to all across the world to spread the virus, especially in the first world countries. Notice how the virus primarily spread among first world countries rather than third world or second world countries. These Chinese virus spreaders weren't interested in third world countries with poor medical care, they were only interested in the first world countries with good medical care.
The primarily responsible entities in this pandemic are the Chinese government and the WHO. China pressured WHO and its political allies, such as the Moon administration of South Korea, not to impose travel restrictions on China, so that Chinese can freely spread the virus in the fucked up countries that followed China and WHO's policy recommendations in dealing with COVID-19.
You should really ask the question - how did this virus spread primarily among the first world states, with rare exceptions like Iran? Why is the third world doing so well, relative to the first world states? My theory is that the mainland Chinese went into a panic and those with enough money went to the first world states with proper medical care facilities, and the first world states wasn't prepared to prevent these infected Chinese from entering due to lack of information from China and WHO. Also, China, and its puppet the WHO, discouraged and applied pressure to other countries to not place any restrictions on these Chinese from entering their country. Those that succumbed to this pressure, and the pro-China states that willingly followed China's recommendations(e.g. South Korea, Italy and Iran), were the very first suffer the devastation of COVID-19.
