Italy has a rate of 7.2 and the Philippines has 8% 

The reason why the Philippines ranked so high is that the Philippines isn't prepared to handle this 

They deteriorate very quickly. They go from having shortness of breaths to being intubated in a matter of hours.  It is no joke.  Some patients' lungs are ok and some have lungs that are already scarred. With no oxygen therapy, ECMO, or ventilator the mortality rates will go up.  China's numbers are false.  They have way more deaths and people infected than that.
