Several states are in stage 3 reopening while a few are either transitioning to stage 4 or already have done so which is unsafe. Actually some states have recently seen a spike due to an early reopening. The population of infected with the virus has increase tremendously.
When the number of infected spikes up around fall or winter, there's a chance the states have to return to stage 2 or stage 1.

They're doing it right. NYC had the highest number of infected. Phase 3 reopening would only spread the virus.
I heard several people from New York have taken off to neighboring states.

Phase 1 and phase 2 sounds a lot better ever since people in NY weren't allowed to travel out of the state.
With that in mind, maybe several states should consider returning to phase 2.

On the contrary, when does the states consider reclosing? Some states have seen a sudden spike in recent weeks.

that's what is expected but people are fed up staying home...they also expect the vaccine will be available.
