neither could pass up as Filipino because their skin tone and skin texture are somewhat off compared to a Filipino. The first person does appear to have South Indian admixture. He may have some Southeast Asian ancestry. The following person is maybe from Africa.

Both cannot even pass as mixed blood Filipinos?
What about their skin tone and skin texture make them somewhat off?
Can you see any Asian/Mongoloid features in the second politician?

first person could have Filipino blood since I could see some Southeast Asian features on the first pic but he could pass up as a mixed Filipino with a significant percentage amount of South Asian admixture in comparison. Even less with the following person since he looks so African, maybe a small percentage of South Asian or Southeast Asian admixtures.
Filipino skin texture is usually softer and skin color isn't that much off.
