I actually would never mistaken him as a Filipino Hapas/Mestizos in general.

Mexican & Latinos aren't a race but I think he can pass in Mexico.

Can he pass anywhere else in Latin America?

I'm not Mexican but if you ask me, I think he can because Mexicans have a huge variety of looks.
