I don't think she has a Filipino accent.

She sounds similar to Filipinas in the Philippines only.  They speak with a heavy accent.

When I saw the video I thought she was a Filipina from the Philippines.  She reminds me of people that works in schools and government buildings. Some of them talk and act like the lady in the video.  However once they arrive here in America they begin to adopt an American accent.  

Appears Mexican on the screen shot of the video and she resembles Ally Brooke Hernandez ( Fifth Harmony Member ).
