Tai Yuan, Tai Lue, Tai Khuen (a subgroup of the Shan), and Yong are still southeast Asian in my book. it's not the skin color, it's the monolid eyes and jawlines. 

 Tai-Kadai Thais are the same people as Tai-Kadai Vietnamese just as Filipinos & Malays are the same people.

@dyno skin color is only one feature. The biggest difference is face shape. Bigger face, more fat on the face.

East Asians tend to have larger heads, higher cheekbones, rounder faces, and flatter heads.
