@sapphiresky what do you mean? Like poor guy falling in love with rich girl movies or those that show the underdogs coming out ahead. This type of depiction I’d rampant all over the world. I don’t know filipino movies but a few Korean ones come to mind: parasites, train to Busan. Or that one where they run away from a monster. It’s a popular theme because it shows you are the progressive man. You are looking at poor economic status of a country and attribute that status to the mentality. Just as some  Vietnamese lament the status of the country or traditional music that tend to have very depressing and melancholic feel. Another attitude I see a lot in Vietnamese is inferiority complex or low ambition in some such as you can’t expect to pursue your dream when you have poor parents and siblings you need to get a job soon and help out. 
I think that kind of attitude do shape the culture and that in turn shape the wealth of a country. However not entirely. It depends a lot on the leadership as well. I have been thinking a lot about that why some countries became rich and some remain poor and I delve a bit into the occupation of Vietnam by the French in the 18th century but that’s a different topic. 
anyway, back to your original post, that attitude may be a reflection of a culture but not the main factor. Just as you look at a poor guy who has poor posture and think the way he carries himself is the reason he’s poor. Think about it, if Jack Ma was a poor guy, would you not look at him and think, what a tiny shrimp, no wonder he’s poor.
