It's sad that these kinds of things have to funded by NGO's (Mindanao Children's Library Foundation) usually founded by foreigners (this case Japanese) instead of Philippine govt. Some of the schools to educate Badjao's are funded by BRAC (Australian NGO). All the tax money = going to 'mega projects'...tsk tsk.
