As for the maids, the Philippines should have a collective duty to bring them home and bring a dignified career for the low-skill workers. it might take a decade but it's doable.

130,000 isn't a lot. Someone in the Philippines needs to expand the real estate business and hire the Filipinos in Hong Kong as hotel workers in Luzon.
Also, there is something seriously wrong if the majority of the Filipino men are too Lax watching their women ( mother/wives/aunty, etc) move abroad just to feed the family.
Racism comes to place when the Chinese see the Filipinos showing little to no effort to correct the problem.
A 10-year stay for Filipinos in hong kong is welcome, beyond that with little progress, that's when Chinese will think that Southeast Asians are too stupid or too lazy.

There are about 100,000 Filipino English teachers in mainland China.
100,000 can be easily moved back home with a remote English teaching industry.
This is why I won't really feel bad for Hong Kong once mainland fully takes over them.
