Context is that he was live-streaming on Facebook, just bullshitting around saying that he's the "United States of America's National Professor, supreme advisor of Donald Trump, currently Head of the Interim Government of the Vietnamese Republic" and someone dude named "Hai Vụ" was being a bitch on stream and then Trần Dần proceeds to roast the flying fuck, the walking, running fuck and the swimming fuck out of him.
So, what's the difference?
