Vietnam highlights growing defence partnership with Japan

Top officials from the Vietnam People’s Army (VPA) and the Japan Ground Self-Defense Force (JGSDF) have affirmed the growing strategic partnership between the two countries during a visit by JGSDF Chief of Staff General Yoshihide Yoshida to Hanoi, where he was received by VPA Chief of the General Staff and Deputy Minister of Defence General Nguyen Tan Cuong.

“Vietnam always values the development of extensive strategic partnership with Japan in which bilateral defence cooperation has made solid progress,” General Cuong was quoted as saying on 13 February.

In particular, Gen Cuong noted that Vietnam was especially appreciative of Japan’s cooperation and support in education and training, capacity building, and the latter’s support in preparations for Vietnam’s participation in United Nations Interim Security Force for Abyei (UNISFA).

Between December 2021 and January 2022, 27 JGSDF officers from Indo-Pacific Regional Policy Division of the Japanese Ministry of Defense (MoD), JGSDF Central Transportation Command, Ground Component Command’s Central Readiness Regiment, and International Peace Cooperation Activities Training Unit provided training and logistical support for the 100-strong VPA contingent that had been preparing for UNISFA.

The VPA had earlier dispatched a high-level delegation led by the Deputy Chief of the General Staff Lieutenant General Nguyen Van Nghia to Tokyo in May 2022, where he was received by Gen Yoshida.

During the latest talks, Gen Cuong and Gen Yoshida promised to continue exploring new areas of cooperation and boosting ties between the two defence forces. According to reports, some of these comprise potential collaboration in international peacekeeping missions, military medicine, cyber security, training, as well as search and rescue.

Japan’s strategic interest in Vietnam was also demonstrated by the considerable presence of Japanese industry – led by the Japanese MoD’s Acquisition, Technology & Logistics Agency (ATLA) – at the inaugural Vietnam Defense 2022 exhibition in Hanoi.

This is the PTH130-K255B self-propelled artillery complex researched and developed by the Military Technical Academy. The self-propelled artillery complex was developed on the basis of integrating the 130mm M46 cannon on wheeled vehicles. This has helped increase maneuverability and bring into full play the weapon's features in modern combat conditions.

VCM-01 ("VCM" stands for "Vietnam Cruise Missile") is a Vietnamese subsonic cruise missile which is being developed by Viettel Aerospace Institute (VTX).

There wasn't much information has been officially and publicly revealed by Viettel or any parts of Vietnam's Ministry of Defence, however, according to many pictures and pieces of information shared on the media, VCM-01 is likely developed and derived from the Russian Kh-35 anti-ship missile, which is one of the main anti-ship missile types being owned and used by the Vietnam People's Navy.


The development of the VCM-01 missile is mainly held by Viettel Aerospace Institute.
In 2019, the first picture of the VCM-01 missile was made public. The model unveiled in a TV show showed that the new missile was very identical to the Kh-35, and information printed on the model's body showed that Z189 Shipyard also engaged in the development of the missile. In fact, Z189 has been the local manufacturer for the Kh-35's KT-184 missile launcher for the Vietnam People's Navy, so it is likely that Z189 will also produce the launchers for the VCM-01 missiles.[1][2]

Engine[edit]​


The SSM-700K Haeseong anti-ship missiles
In 2020, Vietnam and South Korea enter negotiations for the delivery of the South Korean SSE-750K turbojet engines to Vietnam, presumably for the VCM-01 project. This is the engine used in South Korea's SSM-710K Haeseong anti-ship missile, as well as its tactical land-attack variant SSM-750K Sea Dragon.[3][4] It is unconfirmed if Vietnam really choose this type of engine for its VCM-01 project or would Vietnam goes to another engine choice, such as the Moto Sich MS400 turbofan engines powering the Ukrainian Neptune anti-ship missile.[5][6]

However, Vietnam is believed to likely choose the South Korean-made engine for the project, as the manufacturers of the SS-750K engine are "always ready to transfer the engine technology to Vietnam and allowing Vietnam to locally build and mass-produce the engine", which made the deal very attractive and reasonable for Vietnam.[7]
