I watched the video. I don't see how the ring doctor, referee, or corner could have known this kid was in trouble. Watch and tell me what you think.

LOL you dont need a doctor to see what there is something wrong with him?
his body language tells you that his done.
the referee , cutman, doctor in that event should have been charged by the state.
