why are Latinos claiming Filipinos as Hispanics and why are Filipinos lumped together with Brazilians, Portuguese?
What about Brazilians, Portuguese and Filipinos? Are they Hispanic?
They are in the eyes of the Census Bureau if they say they are, even though these countries do not fit the federal government’sofficial definitionof “Hispanic” because they are not Spanish-speaking. For the most part, people who trace their ancestry to these countries do not self-identify as Hispanic when they fill out their census forms. Only about 3% of immigrants from Brazil do so, as do 1% of immigrants from Portugal and 1% from the Philippines, according to Pew Research Center tabulations of the 2018 American Community Survey.
These patterns likely reflect a growing recognition and acceptance of the official definition of Hispanics. In the 1980 census, 18% of Brazilian immigrants and 12% of both Portuguese and Filipino immigrants identified as Hispanic. But by 2000, the shares identifying as Hispanic dropped to levels close to those seen today.
What people report on census forms are not subject to any independent checks, corroborations or corrections. This means, in theory, someone who has no Hispanic ancestors could identify as Hispanic and that’s how they would be counted.

Filipinos in general don't see enough Hispanics in Canada to claim themselves as Hispanics.
Some Filipinos in the states actually grew up with them and only a few would claim themselves as Hispanics. Mainly pure Filipinos and Filipino Mestizos would claim themselves as Hispanics.
The Filipino population that grew up in Guerrero and Colima in Mexico are claiming themselves as Hispanics even though several of them are Austronesians however I'm sure a lot of them do claim themselves to be Austronesians also.

Some Filipinos in Canada associate themselves closer to Native Canadian Indians from what I've seen during my brief visit and on videos. Some grew up together because they saw each other having several similarities on their physical features and they probably couldn't tell themselves apart in general. Youngsters during their growing up years and grade school years tend to cling with people that have physical similarities.
The Hispanic population in several cities in Canada are small, therefore a lot of Pinoys/Pinays do not see enough of them to claim themselves as Hispanic. Mainly pure Filipinos and Filipino Mestizos would claim themselves as Hispanics however majority of them view themselves as Austronesians.
I would never claim hispanic
Filipinos with Iberinian Blood & speak Spanish can be categorized as Latino but it's very rare. Latino and Hispanic are totally different things. Brazilians are not considered Hispanic by definition.
I prefer to use Latinos and Iberian descents rather than Hispanic since it would also include people of Portuguese ancestry such as Brazilians.
There are pure indigenous Indians in Latin America that do speak Spanish and are culturally Latino but they have no European ancestry however they are considered Hispanic.
Hispanics are referred as either people with Spanish ancestry or people that do speak Spanish but have a varied ancestry. Some Filipinos who are pure Indio but speak Spanish and have been influence by Spanish culture probably would be considered Hispanic.
I considered Filipinos Hispanic by influence for sure, even though most Latinos may not agree with me. Filipinos are like an orphan to me, an orphan looking for it's lost, cultural relatives.
