The man accused of beating to death four people in New York’s Chinatown this weekend twice avoided prosecution on previous charges.

Both cases languished in the court system so long, that the judge ultimately dismissed both cases.
Police in New York have now named Santos as a suspect in the beating of a homeless man sleeping on a bench September 27,
Argenys Vargas, a New York teen,
“I just seen someone get beat over and over. It was really bad to look at to be honest with you,” he said. Vargas said he screamed at the suspect to stop just before he appeared to be ready to throw the victim over the railing into the water.
Santos has not been charged in the September 27th attack.
