慰安婦問題とは直接関係ないはずの米国に慰安婦の碑が建てられるなど、韓国・中国による慰安婦問題を題材と した日本バッシングが繰り広げられる中、今年７月に発足した「慰安婦の真実」国民運動（加瀬英明代表）が１ ０日、参議院議員会館で記者会見し、騒動を泥沼化させた根源といえる「河野談話」の撤廃を求める署名３万８ ６７人分を同日、国に提出したことを報告。また近く河野洋平氏個人を提訴する考えも明らかにした。（溝上健 良）

「慰安婦の真実」に関する国民へのアピール

　いわゆる「従軍慰安婦」問題をめぐって、日本バッシングの風潮が世界的に広がっています。日本の慰安婦は 代価を払わない「性奴隷」であったとか、「２０世紀最大の人身売買事件」だったとか、ナチスのユダヤ人虐殺 に匹敵するホロコーストだったとか、事実無根の途方もない言説がばらまかれています。アメリカの公共施設に 朝鮮人慰安婦の像や碑が建てられ、地方議会の非難決議も行われています。韓国、中国、アメリカにロシアまで 加わって日本批判を展開しています。

　アメリカでの慰安婦問題は１９９０年代初頭から在米中国、韓国人のロビー活動で始まり、２００７年にはア メリカ議会下院での日本非難決議がなされ、引き続いてオーストラリア、オランダ、フランス、ＥＵ、フィリピ ン、台湾と続き、今や日本はこの問題で、四面楚歌ともいうべき深刻な状況に置かれています。

　このような事態がもたらされた最大の原因は、日本政府が、何一つ証拠がなかったにもかかわらず、慰安婦の 「強制連行」を認めたかのように読める「河野談話」を平成５年（１９９３年）に発表したことにあります。「 河野談話」は、慰安婦の強制連行さえ認めれば事は収まるという韓国側の誘いに乗って、事実を曲げて政治的妥 協をはかって作成された文書です。しかし、その結果は全く逆に、「河野談話」こそが強制連行の最大の証拠と され、各国の日本非難決議の根拠となり、韓国人の妄言に見せかけの信憑性を与えることになった のです。

　あるアメリカの有識者は、「古今東西、軍隊と売春婦はつきものであり、それについて謝罪したのは有史以来 日本政府だけである」と指摘しました。そして「そのような当たり前の事に謝罪したのは、本当はもっと悪いこ とをしていて、それを隠すためではないかとさえ勘ぐられている」と言います。日本を貶めようとする外国の謀 略に乗せられ、国益を無視して安易に発した「河野談話」が、慰安婦問題で日本を苦境の縁に立たせた元凶なの です。

　日本国民がこのいわれのない屈辱に対して怒らないとしたら、それは日本国家の精神の死を意味します。私た ちはどんなことがあってもこの汚名を私たちの子々孫々に負わせることはできません。

　今年７月、この問題を憂慮する個人・団体が集まり、私たちは〈「慰安婦の真実」国民運動〉を結成しました 。今後は日本国内外の多くの同志と広く連携をとり「河野談話」の撤回運動を初めとする、日本の汚名をそそぐ ための様々な運動を展開していきます。

　国民の皆様には、我々の救国運動に深いご理解をいただき、深甚なるご支援を賜りますよう、心よりお願いい たします。

国家への裏切り行為

　慰安婦問題がここまで反日勢力に利用されることになった元凶は、「韓国側の誘いに乗って、事実を曲げて政 治的妥協をはかって作成された文書」である河野談話にある、というわけで、当然ながら出席者からは河野洋平 氏に対する厳しい声が相次いだ。藤岡信勝幹事は「政治家としての国家に対する裏切り行為を、司法の場で問う 意義はあるのではないか」として、河野洋平氏に対する民事訴訟を起こす考えを示した。

　河野談話氏をめぐっては、石川県在住の諸橋茂一氏がかつて、東京地検に河野氏を刑事告発したものの「時効 」を理由に却下された経緯がある。今回は民事で責任を問う方針で準備が進められており、年内にも提訴できる 見通しという。

　さらに国民運動としては慰安婦問題をあおってきた研究者との公開討論呼びかけも含め、講演会の開催や意見 広告の掲載、全国に４０以上ある「慰安婦決議」をした自治体への抗議といった活動を進めていく方針が示され た。「なでしこアクション」の山本優美子代表は、慰安婦像が設置された米カリフォルニア州グレンデール市に 住む日本人女性が肩身の狭い思いをしている現状を報告し、外務省の無策ぶりを告発した。

　そうした中で、菅義偉（すが・よしひで）官房長官は１６日の記者会見で「コメントは差し控えたい」とした 上で、「つらい思いをされた方への思いは安倍晋三首相も歴代首相と変わらない」と述べ、安倍政権として当面 、河野談話を引き継ぐ考えを表明。

　また「歴史学者らの手によって学術的観点から、さらなる検討をされることが望ましい」と強調した。同時に 「この問題を政治問題、外交問題にすべきではない」とも語り、広がる波紋の沈静化を図った。

　自民党の石破茂幹事長は記者団に「よく精査したい。歴史的に正しい検証が常に求められる」と述べた。ただ 、談話見直しについては「現段階で政府・与党の方針として決めたわけではない」と否定的な考え を示した。
