No, they were making a statement about the quality of the military force. basically, they are saying the Us military is becoming feminine, while China only recruits strong men to fit for war.

their navy still enlists more men but china has been building naval ships at five times the rate of US, not to mention civilian ship building. Koreans and Chinese build almost all of the world's commercial ships.
