china was not first to test anti-satellite weapons. US also has them and tests them.
ISS is shared US cannot ban people, they just don't allow NASA to work with China.
Russia invited China to come onto its module bypassing Americans. But due to unfriendly US laws China declined to be near Americans.

no. there will be european and russian astronauts after 2023, when construction is completed.

it's is the government projects. so, I'm sure there are things that your government does that the general public does not know. It's the same for any government but I can only speculate.
